This new role will take me greater heights and challenges in developing youth programme for all sections for the whole of Singapore.&lt;br /&gt;&lt;br /&gt;Good Old Memories......&lt;br /&gt;I remembered in 2001 when Dragonheart (Tan Cheng Kiong) called me for first meeting to ask if I was interested in Cadet Scouting as the position was vacant for some time and he said that it's very crucial to fill-in this post as we need to get the Cadet Scout programme activity going and moving forward. At that time, I told him that I know nothing about it and he said don't worry, I guided you through. I was a District Commissioner (Katong) then, I told him that I don't know if I can cope, he said don't worry, you can get in people to form a team. He was so persuasive and sincere. I agreed because I wanted to make a difference and try new things.&lt;br /&gt;('A Big Thank You' to Dragonheart for giving me the opportunity to learn more things along the journey).&lt;br /&gt;&lt;br /&gt;So in 2002, I took over the office of Cadet Scout Section with a small team of 6 people (A Six). People like Leslie Lew, Lyon Lai, Helen Abidin, Sim Eng Hock and William Tan. Half of them have no Cadet Scouting background and never run any cub scout groups before. It was even a greater challenges as there wasn't any resources available so I borrowed materials and books from Training Team Library (luckily I was a member then) to start the ball rolling and consulted with Training Team members like Tan Siew Choo (former Cadet Scout Commissioner), Mrs Loh Lye Lin and Sim Eng Hock.&lt;br /&gt;(I am very happy and glad to work with the group of people! My friends, you did a good turn everyday!)&lt;br /&gt;&lt;br /&gt;From there, my team started out with simple national campaign courses, events and camps like QuestIT, Lion Cubs, Mozzie Buster Badge, Eco-Environment Camp, Camp Leaping Wolf, Camp Council Rock, Cadet Scout Olympic Day, Beach Games For Regatta, Bugs Hike For National Exploration Competition etc etc. We partnered with QuestZone, National Environment Agency, National Parks Board, Road Safety Council and many other youth organisations to plan and run simple, easy and effective programmes and at the same time, FUN for the Cub Scouts.&lt;br /&gt;&lt;br /&gt;Then in 2003, when I told to review the old training schemes &amp;amp; proficiency badges, we went to get hold of English resources and materials from others National Scout Organisations (Gilwell, America, UK, Hong Kong, Australia etc) and reviewed with my team. We got in more people for that review committee like Desmond Foo, Lyon Lai, Leslie Lew, Sim Eng Hock, Alex Choo, William Tan, Marcos Narvaez Soriano and Lester Lee.&lt;br /&gt;&lt;br /&gt;We then launched our new Cub Scout Training Schemes, Cub Scout Record Books and Certificates on 9 July 2005 at the Youth Programme Symposium at the Grassroot Club (Yishun). Many leaders looked forward to the new schemes were anxious to start the new training programmes for their cub scouts and there were also a few who were against the new schemes. Despite some difficulties due to lack of funding and resources given, we managed to conduct free training workshops at Cub Scout Pow Wows to get people to understand the schemes. Motivation, encouragement and great support prompted me to strive.&lt;br /&gt;&lt;br /&gt;Thus, I like to take this opportunity to thank all of you very much for the great support and contribution given in making the new cub scout programme a success. Since we launched it in 2005, I am very glad to know that Akela Award have seem the number of awardees increases every year from 2006 onwards.....Hip Hip Hurray!....&lt;br /&gt;&lt;br /&gt;New Leadership......&lt;br /&gt;I am also glad to handover this leadership to a new person and the new person taking over this leadership is Clarence Hoe. Clarence is not new to Cub Scouting....&lt;br /&gt;&lt;br /&gt;Clarence started Cub Scouting in Woodlands Ring Primary School in 2002 and joined our Cub Scout Roundtable in 2006. He was introduced into the roundtable by Leslie Lew (former Assistant National Cadet Scout Commissioner). I was first introduced to Clarence by Leslie when at that time during the Bugs Hike for National Exploration Competition 2005. My first impression of him was he was quiet and unfriendly. Of course, maybe, he didn't know who am I was yet. Since then, he started became activity involved in our roundtable and from there, I saw his potentials in administrations and IT, and as a teacher, he can comfortably deliver any session.&lt;br /&gt;&lt;br /&gt;He became Assistant National Cub Scout Commissioner in 2007. NEA Public Health Award 2008 Presentation Ceremony Photo</title><content type='html'>We had a first joint awards presentation ceremony with NEA at the Auditorium of Hwa Chong Institution (formly known as The Chinese High School). We like to thank the Principal of the school, Mr Ang Wee Hiong for allowing us to use the school premises and Group Scout Leader, Mr Lee Tai Hui for assisting us in the welcoming of the Guest-of-Honour. Hwa Chong Scouts surprised us with their Lion Dance "Welcome" performance and the Scouts Welcome Horn Salute ceremony. They were great! And it is my hope, in fact it is every parent’s hope, that our children can grow up to be men and women who have strong values, who have the strength of character. To be men and women who are independent to provide for themselves and to be compassionate and kind to take care of others. Tonight, as we witness our children receiving their awards, we can be proud that our children are one step closer towards achieving these aspirations. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;To the Cub Scouts who are receiving the Akela awards tonight, I congratulate you. You have put in the extra efforts to complete the projects, the extra time to take part in the activities and meetings. You have done your best and I am certain that in doing all these, you have made lasting friendships, learnt new things and had fun. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;To the scout leaders and parents of the recipients, I commend you. I commend you for believing in your children, for seeing their potential and for encouraging them to try a little harder, to do a little more. I commend you for playing an active part in their scouting lives, for driving them to their scouting activities, for picking them up after a long day, for packing their camping bags, for bringing them all the way to the Scout Shop in Bishan to buy their well-earned badges. &lt;span style=""&gt; &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; line-height: 150%;"&gt;&lt;span style="font-size:78%;"&gt;&lt;u&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;&lt;br /&gt;&lt;/span&gt;&lt;/u&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="text-align: justify; line-height: 150%;"&gt;&lt;span style="font-size:78%;"&gt;&lt;u&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;Olympism and Scouting&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/u&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;I am a scout. And I was told when I joined scouts some 20 years ago that ‘once a scout, always a scout’. I never quite understood this statement. But it became clear to me when I started work on the Youth Olympic Games or the YOG. I am fortunate enough to be part of the team that helped win &lt;/span&gt;&lt;span style="font-size:78%;"&gt;&lt;st1:country-region&gt;&lt;st1:place&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;Singapore&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:country-region&gt;&lt;/span&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;’s bid for the Youth Olympic Games and now I am part of the Organising Committee.&lt;span style=""&gt;  &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;span style=""&gt;          &lt;/span&gt;You see, the Youth Olympic Games is not just about sports competitions. It is also about Culture, about Education. More importantly, the Youth Olympic Games is about inspiring young people to embrace and embody the Olympic values of Excellence, Friendship and Respect. And these three values underpin the Culture and Education Programme that I am planning for the athletes and our local young people. For example, I am planning to have athletes do community projects in the spirit of friendship and participate in cultural events to encourage respect for diversity.&lt;span style=""&gt;  &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;After a while, it dawned on me that these three values of Excellence, Friendship, and Respect are the same core values that I have learnt on the very first day of my scouting life. When I promised to do my best, I promised to pursue excellence in all that I do. When I promised to help others, I promised to pursue friendship. And when I promised to keep the scout law, to be considerate, I promised to treat everyone with respect. And because these scouting values are undying and resonate with me, I will always be a scout at heart. I hope that your children, likewise, will always be a scout wherever they are and in whatever they do when they grow up.&lt;span style=""&gt;  &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; line-height: 150%;"&gt;&lt;span style="font-size:78%;"&gt;&lt;u&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;&lt;br /&gt;&lt;/span&gt;&lt;/u&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="text-align: justify; line-height: 150%;"&gt;&lt;span style="font-size:78%;"&gt;&lt;u&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;Best of Scouting&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/u&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;Let me conclude by sharing with you a story from the 1988 Seoul Olympic Games. This is a story of Lawrence Lemieux, a Canadian sailor. As a young man, &lt;/span&gt;&lt;span style="font-size:78%;"&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;Lawrence&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;/span&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt; dreamt of going to the Olympic Games, to compete with the world’s best. He made sacrifices to pursue his goals. He worked three jobs in order to pay for his training for the Olympic Games. And he finally got a chance to compete in the 1988 Seoul Olympic Games. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;On the day of his competition, the weather turned unexpectedly bad, with wind speed doubling that of the acceptable level. Despite that, &lt;/span&gt;&lt;span style="font-size:78%;"&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;Lawrence&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;/span&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt; braved the strong winds and was in the lead to win a silver medal. However, midway through his race, he saw two Singaporean sailors, Joseph Chan and Siew Shaw Her, whose boat had overturned and had been thrown into the water. Shaw Her was clinging onto the boat, while Joseph was in the open sea. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;At this moment, &lt;/span&gt;&lt;span style="font-size:78%;"&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;Lawrence&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;/span&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt; immediately abandoned his race and went to the rescue of the two young Singaporeans. He went first to drag Joseph into his boat and then turned and rescue Shaw Her. He then waited for an official rescue boat to pass by and helped both men into it. As you would have expected, by this time, it was already too late for &lt;/span&gt;&lt;span style="font-size:78%;"&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;Lawrence&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;/span&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt; to catch up in the race.&lt;span style=""&gt;  &lt;/span&gt;But as a good sportsman, he went on to complete his race and finished 21&lt;sup&gt;st&lt;/sup&gt; out of 32 boats. While &lt;/span&gt;&lt;span style="font-size:78%;"&gt;&lt;st1:city&gt;&lt;st1:place&gt;&lt;span style="line-height: 150%;font-family:Arial;" &gt;Lawrence&lt;/span&gt;&lt;/st1:place&gt;&lt;/st1:city&gt;&lt;/span&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt; did not win any medals, his story inspired many. He was given a commendation medal from the International Olympic Committee for his heroic act, and his story was featured in many newspapers, and immortalized in historical records. &lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal" style="text-align: justify; text-indent: 36pt; line-height: 150%;"&gt;&lt;span style="line-height: 150%;font-family:Arial;font-size:78%;"  &gt;Lawrence Lemieux may not be a scout in uniform, but he is certainly a scout at heart and his actions embody the best of what scouting is about - about doing your best, about overcoming all odds, about helping others. I hope that our young award winners tonight will continue to strive for the ideals of scouting as our founder Lord Baden Powell had envisioned. If a team manages to find all 10 items within the time period, their timing will be taken into account for judging.&lt;br /&gt;&lt;br /&gt;1. Cubs must stop any activity once the whistle is blown after 10 minutes.&lt;br /&gt;2. Spectators will not be allowed to give clues/hints. If suspected of doing so, judges may choose to disqualify the team or discount the found item.&lt;br /&gt;3. Each team is supposed to send one representative for each round. Cub Scouts are to tie the knots specified by the station master within a given time. They are to place the knots down on the floor upon completion and are not supposed to continue with the knot after the knots are placed on the ground. Teams will score points based on time taken and successful completion of the knot.&lt;br /&gt;&lt;br /&gt;1. Cubs will send a representative before the name of the knot is announced.&lt;br /&gt;2. Any form of communication thereafter between Cub and team/spectators is deemed cheating, and team will be disqualified if caught.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;b&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/b&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="MARGIN-BOTTOM: 9pt; LINE-HEIGHT: 13.5pt"&gt;&lt;b&gt;&lt;span style="mso-fareast-Times: "&gt;&lt;span style="font-family:arial;"&gt;RELAY RACE&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="MARGIN-BOTTOM: 9pt; LINE-HEIGHT: 13.5pt"&gt;&lt;span style="mso-fareast-Times: ;font-family:arial;" &gt;Teams will be required to complete an obstacle course within a 100m track. The race will consist of a total of 4 different obstacles. Each team member can only tackle 1 obstacle and will have to pass the baton to the next member at the next 25m mark. Teams will be judged based on successful completion of obstacles and time taken to complete the relay&lt;br /&gt;&lt;br /&gt;1. Cubs can only start when the previous Cub has passed him the baton.&lt;br /&gt;2. Cubs will not be allowed to proceed with the race if the judge finds the obstacle uncompleted or not completed properly.&lt;br /&gt;3. Timings will only taken when the final Cub has crossed the finishing line.&lt;br /&gt;4. Cubs are not allowed to cross out of their lanes. Doing so will lead to disqualification.&lt;br /&gt;&lt;/span&gt;&lt;/p&gt;&lt;b&gt;&lt;span style="mso-fareast-Times: "&gt;&lt;br /&gt;&lt;/span&gt;&lt;/b&gt;&lt;p class="MsoNormal" style="MARGIN-BOTTOM: 9pt; LINE-HEIGHT: 13.5pt"&gt;&lt;b&gt;&lt;span style="mso-fareast-Times: ;font-family:arial;" &gt;SOUR GRAPES&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="MARGIN-BOTTOM: 9pt; LINE-HEIGHT: 13.5pt"&gt;&lt;span style="mso-fareast-Times: ;font-family:arial;" &gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="MARGIN-BOTTOM: 9pt; LINE-HEIGHT: 13.5pt"&gt;&lt;span style="mso-fareast-Times: "&gt;&lt;span style="font-family:arial;"&gt;Teams will be required to construct a cross-bar pole and get the scarves of every cub in the team onto the cross-bar by climbing up the vertical pole. Judging will be based on time taken to complete the event. Cubs on the way down can only jump off from the 1m mark.&lt;br /&gt;&lt;br /&gt;1. Judges will have to check the lashing before the team is allowed to proceed with climbing.&lt;br /&gt;2. NO unsafe methods of climbing.&lt;br /&gt;3. Cubs climbing may only jump off the pole below the height of 1.0 m. &lt;/span&gt;&lt;/span&gt;&lt;span style="mso-fareast-Times: "&gt;&lt;span style="font-family:arial;"&gt;Jumping from above the 1.0m mark will result in immediate disqualification.&lt;br /&gt;4. Shoes and socks may be removed if Cubs prefer.&lt;br /&gt;5. Out of the 8 Cubs, ONLY 6 are required to climb up to place the scarf. All 8 scarves must be placed at the top of the pole one at a time, which means 2 of the climbers will climb twice.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;b&gt;&lt;span style="mso-fareast-Times: "&gt;&lt;span style="font-family:arial;"&gt;ROMAN CANNONBALL&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="MARGIN-BOTTOM: 9pt; LINE-HEIGHT: 13.5pt"&gt;&lt;span style="mso-fareast-Times: ;font-family:arial;" &gt;Teams are given 1 hour to build a device to launch a water bomb the furthest distance. The device must be made entirely out of natural materials eg. Wood, Manila Rope. ONLY the launching container or water bomb holder is allowed to be non-natural. Judging will be based on distance launched.&lt;br /&gt;&lt;br /&gt;1. The device must be made entirely out of natural materials eg. Wood, Manila Rope; EXCEPT for the launching container (water bomb holder).&lt;br /&gt;2. The launching container WILL NOT be provided by the organizers.&lt;br /&gt;3. During the 1-hour, teams are allowed to test their device as many times as they like, however test water bombs WILL NOT be provided.&lt;br /&gt;4. At the end of 1-hour, teams are required to stop construction, failure to do so will lead to disqualification.&lt;br /&gt;5. During the judging phase, each team will be given 3 water bombs.&lt;br /&gt;6. The judges will signal for each shot to be taken.&lt;br /&gt;7. After each shot, the distance from the launching device to the exploded water bomb will be measured.&lt;br /&gt;8. Judging will be based on time taken from the commencement of the building till the point the chariot crosses the line. Teams are allowed to use ropes to drag the chariot&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="MARGIN-BOTTOM: 9pt; LINE-HEIGHT: 13.5pt"&gt;&lt;span style="mso-fareast-Times: "&gt;&lt;span style="font-family:arial;"&gt;1. While the chariot is being dragged to the finishing line, all wooden poles must remain on the chariot. If a pole drops out, teams must to return to the starting line, fix their chariot before starting again.&lt;br /&gt;2. Cubs are not allowed to cross out of their lanes. Doing so will lead to disqualification.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="mso-fareast-Times: "&gt;&lt;b&gt;&lt;span style="font-family:arial;"&gt;3-2-1 FLAG POLE&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="MARGIN-BOTTOM: 9pt; LINE-HEIGHT: 13.5pt"&gt;&lt;span style="mso-fareast-Times: "&gt;&lt;span style="font-family:arial;"&gt;Teams are to build a Flagpole at least 3 meters in height and MAY use guylines. When the flagpole is vertical, teams are to raise either their school flag or troop flag. Timing stops when the flag reaches the top of the pole. Judging will be based on time taken.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;1. Cubs are not allowed to arrange the poles or tie any knots on the poles before the competition starts.&lt;br /&gt;2. The pole must be vertical.&lt;br /&gt;3. Teams are to complete the building of the flagpole before tying on the flag and raising it.&lt;br /&gt;4. Teams MUST bring their own flag.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;ORIENTEERING&lt;o:p&gt;&lt;/o:p&gt;&lt;/b&gt;&lt;/span&gt;&lt;/span&gt;&lt;/p&gt;&lt;p class="MsoNormal" style="MARGIN-BOTTOM: 9pt; LINE-HEIGHT: 13.5pt"&gt;&lt;span style="mso-fareast-Times: "&gt;&lt;span style="font-family:arial;"&gt;Each team will be given a map of the area. On the map, there are checkpoints where the Cub Scouts have to navigate themselves to and copy down the Checkpoint code. Teams are not allowed to spy on one another to obtain information of any sort with regards to the activity. Judging will be based on time taken and number of checkpoints found.&lt;br /&gt;&lt;br /&gt;1. Cubs are not to tear off any clues found, or hide the clue somewhere else. If caught, the team will be disqualified immediately.&lt;br /&gt;2. Cubs must stay as a group at all times during the event. Failure to comply will lead to disqualification.&lt;br /&gt;3. Cubs are not to tear off any clues found, or hide the clue somewhere else. If caught, the team will be disqualified immediately.&lt;/span&gt;&lt;br /&gt;&lt;span style="color: rgb(204, 204, 255);"&gt;2.    Cubs must stay as a group at all times during the event. If a team manages to find all 10 items within the time period, their timing will be taken into account for judging.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;RELAY RACE&lt;/strong&gt;&lt;br /&gt;Teams will be required to complete an obstacle course within a 100m track. The race will consist of a total of 4 different obstacles. Each team member can only tackle 1 obstacle and will have to pass the baton to the next member at the next 25m mark. Cubs on the way down can only jump off from the 1m mark.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;ORIENTEERING&lt;/strong&gt;&lt;br /&gt;Each team will be given a map of the area. On the map, there are checkpoints where the Cub Scouts have to navigate themselves to and copy down the Checkpoint code. Teams are not allowed to spy on one another to obtain information of any sort with regards to the activity. Judging will be based on time taken and number of checkpoints found.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;SPEED KNOT TYING&lt;/strong&gt;&lt;br /&gt;There are three rounds to each competition. Each team is supposed to send one representative for each round. Cub Scouts are to tie the knots specified by the station master within a given time. They are to place the knots down on the floor upon completion and are not supposed to continue with the knot after the knots are placed on the ground. Teams will score points based on time taken and successful completion of the knot.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;SOCCER&lt;/strong&gt;&lt;br /&gt;Each game will be 12 minutes long, with a 2 minute break in between (Each half is 5 minutes).&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;CAPTAIN'S BALL&lt;/strong&gt;&lt;br /&gt;Each game will be 12 minutes long, with a 2 minute break in between (Each half is 5 minutes).&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;ROMAN CANNONBALL&lt;/strong&gt;&lt;br /&gt;Teams are given 1 hour to build a device to launch a water bomb the furthest distance. Judging will be based on time taken.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;CHARIOT RACE&lt;/strong&gt;&lt;br /&gt;Teams are to build a Chariot and pull it with a person on top it for a distance of 25 m. Judging will be based on time taken from the commencement of the building till the point the chariot crosses the line. Teams are allowed to use ropes to drag the chariot. The First Sands Troop was formed by &lt;strong&gt;FRANK COOPER SANDS&lt;/strong&gt;, a warranted Scoutmaster from Nottingham, United Kingoms. The troop of 30 boys was under the sponsorship of the Young Men's Christian Association, whose building also served as the Scout Association Headquarters. A government publication "Facts and Figures 1987" list this troop as the second oldest organisation in Singapore.&lt;br /&gt;&lt;br /&gt;Today, Singapore Scouting is divided into 5 Areas:&lt;br /&gt;&lt;br /&gt;1. Central (Ang Mo Kio and Toa Payoh Districts)&lt;br /&gt;2. North-West (Bukit Panjang, Bukit Timah and Yishun)&lt;br /&gt;3. South-West (Queenstown, Clementi and Jurong)&lt;br /&gt;4. North-East (Serangoon and Tampines)&lt;br /&gt;5.
