Thank You & Handing Over of Leadership

Dear all Commissioners, District Leaders, Roundtable Representatives and Friends of Cub Scouting,

Wishing everyone a very Happy Founder's Day & Thinking Day on 22 February!

As you are aware that this year 2009, I am no longer the Cub Scout Programme Commissioner and now appointed the new Programme Projects Commissioner, under the National Programme Council. This new role will take me greater heights and challenges in developing youth programme for all sections for the whole of Singapore.

Good Old Memories......
I remembered in 2001 when Dragonheart (Tan Cheng Kiong) called me for first meeting to ask if I was interested in Cadet Scouting as the position was vacant for some time and he said that it's very crucial to fill-in this post as we need to get the Cadet Scout programme activity going and moving forward. At that time, I told him that I know nothing about it and he said don't worry, I guided you through. I was a District Commissioner (Katong) then, I told him that I don't know if I can cope, he said don't worry, you can get in people to form a team. He was so persuasive and sincere. I agreed because I wanted to make a difference and try new things.

So in 2002, I took over the office of Cadet Scout Section with a small team of 6 people (A Six). People like Leslie Lew, Lyon Lai, Helen Abidin, Sim Eng Hock and William Tan. Half of them have no Cadet Scouting background and never run any cub scout groups before. It was even a greater challenges as there wasn't any resources available so I borrowed materials and books from Training Team Library (luckily I was a member then) to start the ball rolling and consulted with Training Team members like Tan Siew Choo (former Cadet Scout Commissioner), Mrs Loh Lye Lin and Sim Eng Hock.
(I am very happy and glad to work with the group of people! My friends, you did a good turn everyday!)

From there, my team started out with simple national campaign courses, events and camps like QuestIT, Lion Cubs, Mozzie Buster Badge, Eco-Environment Camp, Camp Leaping Wolf, Camp Council Rock, Cadet Scout Olympic Day, Beach Games For Regatta, Bugs Hike For National Exploration Competition etc etc. We partnered with QuestZone, National Environment Agency, National Parks Board, Road Safety Council and many other youth organisations to plan and run simple, easy and effective programmes and at the same time, FUN for the Cub Scouts.

Then in 2003, when I told to review the old training schemes & proficiency badges, we went to get hold of English resources and materials from others National Scout Organisations (Gilwell, America, UK, Hong Kong, Australia etc) and reviewed with my team. We got in more people for that review committee like Desmond Foo, Lyon Lai, Leslie Lew, Sim Eng Hock, Alex Choo, William Tan, Marcos Narvaez Soriano and Lester Lee.

We then launched our new Cub Scout Training Schemes, Cub Scout Record Books and Certificates on 9 July 2005 at the Youth Programme Symposium at the Grassroot Club (Yishun). Many leaders looked forward to the new schemes were anxious to start the new training programmes for their cub scouts and there were also a few who were against the new schemes. Despite some difficulties due to lack of funding and resources given, we managed to conduct free training workshops at Cub Scout Pow Wows to get people to understand the schemes. Motivation, encouragement and great support prompted me to strive.

Thus, I like to take this opportunity to thank all of you very much for the great support and contribution given in making the new cub scout programme a success. Since we launched it in 2005, I am very glad to know that Akela Award have seem the number of awardees increases every year from 2006 onwards.....Hip Hip Hurray!....

New Leadership......
I am also glad to handover this leadership to a new person and the new person taking over this leadership is Clarence Hoe. Clarence is not new to Cub Scouting....

Clarence started Cub Scouting in Woodlands Ring Primary School in 2002 and joined our Cub Scout Roundtable in 2006. He was introduced into the roundtable by Leslie Lew (former Assistant National Cadet Scout Commissioner). I was first introduced to Clarence by Leslie when at that time during the Bugs Hike for National Exploration Competition 2005. My first impression of him was he was quiet and unfriendly. Of course, maybe, he didn't know who am I was yet. Since then, he started became activity involved in our roundtable and from there, I saw his potentials in administrations and IT, and as a teacher, he can comfortably deliver any session.

He became Assistant National Cub Scout Commissioner in 2007. Since then, he had been activity involved in Cub Scout Programmes so I am confident that he will continue to ensure best practices in implementing Cub Scout Programmes.

Lastly, I like all of you to continue to give your support and contributions to Clarence and encourages him to be motivated in leading the Cub Scouts into the next generation.

Akela Award & NEA Public Health Award 2008 Presentation Ceremony Photo

We had a first joint awards presentation ceremony with NEA at the Auditorium of Hwa Chong Institution (formly known as The Chinese High School). We like to thank the Principal of the school, Mr Ang Wee Hiong for allowing us to use the school premises and Group Scout Leader, Mr Lee Tai Hui for assisting us in the welcoming of the Guest-of-Honour. Hwa Chong Scouts surprised us with their Lion Dance "Welcome" performance and the Scouts Welcome Horn Salute ceremony. They were great! Thank you very much GUYS!

This plaque is the "Token of Appreciation" given to Mr Lee Pak Sing, our Guest-of-Honour from the Singapore Scout Association to thank him for gracing this special awards ceremony presentation. Nice right!

This was our NEA Public Health Award 2008 recipients together with the Brownies from the Girl Guides Singapore.

My fellow Scouts

Ladies and Gentleman,

Thank you for inviting me to be here tonight. I am indeed honoured to join you this evening in celebrating the achievements of our children.

Congratulations

I have two young children myself, a boy and a girl. And it is my hope, in fact it is every parent’s hope, that our children can grow up to be men and women who have strong values, who have the strength of character. To be men and women who are independent to provide for themselves and to be compassionate and kind to take care of others. Tonight, as we witness our children receiving their awards, we can be proud that our children are one step closer towards achieving these aspirations.

To the Cub Scouts who are receiving the Akela awards tonight, I congratulate you. You have put in the extra efforts to complete the projects, the extra time to take part in the activities and meetings. You have done your best and I am certain that in doing all these, you have made lasting friendships, learnt new things and had fun.

To the scout leaders and parents of the recipients, I commend you. I commend you for believing in your children, for seeing their potential and for encouraging them to try a little harder, to do a little more. I commend you for playing an active part in their scouting lives, for driving them to their scouting activities, for picking them up after a long day, for packing their camping bags, for bringing them all the way to the Scout Shop in Bishan to buy their well-earned badges.

Olympism and Scouting

I am a scout. And I was told when I joined scouts some 20 years ago that ‘once a scout, always a scout’. I never quite understood this statement. But it became clear to me when I started work on the Youth Olympic Games or the YOG. I am fortunate enough to be part of the team that helped win Singapore’s bid for the Youth Olympic Games and now I am part of the Organising Committee.

You see, the Youth Olympic Games is not just about sports competitions. It is also about Culture, about Education. More importantly, the Youth Olympic Games is about inspiring young people to embrace and embody the Olympic values of Excellence, Friendship and Respect. And these three values underpin the Culture and Education Programme that I am planning for the athletes and our local young people. For example, I am planning to have athletes do community projects in the spirit of friendship and participate in cultural events to encourage respect for diversity.

After a while, it dawned on me that these three values of Excellence, Friendship, and Respect are the same core values that I have learnt on the very first day of my scouting life. When I promised to do my best, I promised to pursue excellence in all that I do. When I promised to help others, I promised to pursue friendship. And when I promised to keep the scout law, to be considerate, I promised to treat everyone with respect. And because these scouting values are undying and resonate with me, I will always be a scout at heart. I hope that your children, likewise, will always be a scout wherever they are and in whatever they do when they grow up.

Best of Scouting

Let me conclude by sharing with you a story from the 1988 Seoul Olympic Games. This is a story of Lawrence Lemieux, a Canadian sailor. As a young man, Lawrence dreamt of going to the Olympic Games, to compete with the world’s best. He made sacrifices to pursue his goals. He worked three jobs in order to pay for his training for the Olympic Games. And he finally got a chance to compete in the 1988 Seoul Olympic Games.

On the day of his competition, the weather turned unexpectedly bad, with wind speed doubling that of the acceptable level. Despite that, Lawrence braved the strong winds and was in the lead to win a silver medal. However, midway through his race, he saw two Singaporean sailors, Joseph Chan and Siew Shaw Her, whose boat had overturned and had been thrown into the water. Shaw Her was clinging onto the boat, while Joseph was in the open sea.

At this moment, Lawrence immediately abandoned his race and went to the rescue of the two young Singaporeans. He went first to drag Joseph into his boat and then turned and rescue Shaw Her. He then waited for an official rescue boat to pass by and helped both men into it. As you would have expected, by this time, it was already too late for Lawrence to catch up in the race. But as a good sportsman, he went on to complete his race and finished 21^st out of 32 boats. While Lawrence did not win any medals, his story inspired many. He was given a commendation medal from the International Olympic Committee for his heroic act, and his story was featured in many newspapers, and immortalized in historical records.

Lawrence Lemieux may not be a scout in uniform, but he is certainly a scout at heart and his actions embody the best of what scouting is about - about doing your best, about overcoming all odds, about helping others. I hope that our young award winners tonight will continue to strive for the ideals of scouting as our founder Lord Baden Powell had envisioned. And I hope that our scout leaders and we parents will continue to encourage our children to pursue these ideals and to realise their dreams.

NATIONAL CUB SCOUT CHALLENGE 2008 @ Catholic High School

I am pleased that our National Cub Scout Challenge 2008 had received participation from 28 Cub Scout Units which will draw at least more than 500 cub scouts for this Saturday’s challenging event.

Our event will start punctually at 1300 hrs and we urged that the unit leaders come to our hosting grounds early for the registration and collection of badges.

As our schedule is very tight, I would urged that the unit leaders understand the event description and the rules and regulations associated (attached in this document) with each of the competition.

Please report punctually at each of the competition start times.

Lastly, I would like to thank Catholic High School for the use of the grounds and also helped in the running of this National event.

Let's all put our effort together to make this event a success and leave treasured memories in each cub scout for this National event !

TREASURE HUNT

Each team will be required to find 10 random items that will be hidden in a 20m X 20m area with obstacles being placed around. If a team manages to find all 10 items within the time period, their timing will be taken into account for judging.

1. Cubs must stop any activity once the whistle is blown after 10 minutes.
2. Spectators will not be allowed to give clues/hints. If suspected of doing so, judges may choose to disqualify the team or discount the found item.
3. Cubs will not be allowed to leave the designated area in the midst of competition.

SPEED KNOT TYING

There are three rounds to each competition. Each team is supposed to send one representative for each round. Cub Scouts are to tie the knots specified by the station master within a given time. They are to place the knots down on the floor upon completion and are not supposed to continue with the knot after the knots are placed on the ground. Teams will score points based on time taken and successful completion of the knot.

1. Cubs will send a representative before the name of the knot is announced.
2. Any form of communication thereafter between Cub and team/spectators is deemed cheating, and team will be disqualified if caught.

RELAY RACE

Teams will be required to complete an obstacle course within a 100m track. The race will consist of a total of 4 different obstacles. Each team member can only tackle 1 obstacle and will have to pass the baton to the next member at the next 25m mark. Teams will be judged based on successful completion of obstacles and time taken to complete the relay

1. Cubs can only start when the previous Cub has passed him the baton.
2. Cubs will not be allowed to proceed with the race if the judge finds the obstacle uncompleted or not completed properly.
3. Timings will only taken when the final Cub has crossed the finishing line.
4. Cubs are not allowed to cross out of their lanes. Doing so will lead to disqualification.

SOUR GRAPES

Teams are given 1 hour to build a device to launch a water bomb the furthest distance. The device must be made entirely out of natural materials eg. Wood, Manila Rope. ONLY the launching container or water bomb holder is allowed to be non-natural. Judging will be based on distance launched.

1. The device must be made entirely out of natural materials eg. Wood, Manila Rope; EXCEPT for the launching container (water bomb holder).
2. The launching container WILL NOT be provided by the organizers.
3. During the 1-hour, teams are allowed to test their device as many times as they like, however test water bombs WILL NOT be provided.
4. At the end of 1-hour, teams are required to stop construction, failure to do so will lead to disqualification.
5. During the judging phase, each team will be given 3 water bombs.
6. The judges will signal for each shot to be taken.
7. After each shot, the distance from the launching device to the exploded water bomb will be measured.
8. Teams are allowed to adjust their device in-between shots.

CHARIOT RACE

Teams are to build a Chariot and pull it with a person on top it for a distance of 25 m. Judging will be based on time taken from the commencement of the building till the point the chariot crosses the line. Teams are allowed to use ropes to drag the chariot

1. While the chariot is being dragged to the finishing line, all wooden poles must remain on the chariot. If a pole drops out, teams must to return to the starting line, fix their chariot before starting again.
2. Cubs are not allowed to cross out of their lanes. Doing so will lead to disqualification.

3-2-1 FLAG POLE

Teams are to build a Flagpole at least 3 meters in height and MAY use guylines. When the flagpole is vertical, teams are to raise either their school flag or troop flag. Timing stops when the flag reaches the top of the pole. Judging will be based on time taken.

1. Cubs are not allowed to arrange the poles or tie any knots on the poles before the competition starts.
2. The pole must be vertical.
3. Teams are to complete the building of the flagpole before tying on the flag and raising it.
4. Teams MUST bring their own flag.

ORIENTEERING

Each team will be given a map of the area. On the map, there are checkpoints where the Cub Scouts have to navigate themselves to and copy down the Checkpoint code. Teams are not allowed to spy on one another to obtain information of any sort with regards to the activity. Judging will be based on time taken and number of checkpoints found.

1. Cubs are not to tear off any clues found, or hide the clue somewhere else. If caught, the team will be disqualified immediately.
2. Cubs must stay as a group at all times during the event. Failure to comply will lead to disqualification.
3. Communication with other teams or non-participants will lead to disqualification.

SOCCER
Each game will be 12 minutes long, with a 2 minute break in between (Each half is 5 minutes).

CAPTAIN'S BALL
Each game will be 12 minutes long, with a 2 minute break in between (Each half is 5 minutes).

For all Pioneering Events, 3-2-1 Flag Pole, Chariot Race, Roman Cannonball, Sour Grapes. Wood and Ropes WILL be provided by the organizers. However, teams are allowed to bring their own equipment for the event itself (If bringing, ALL equipment for that specific event must be brought). Competitive Events Rules & Regulations: National Cub Scout Challenge 2008

TREASURE HUNT
1. Cubs must stop any activity once the whistle is blown after 10 minutes.
2. Spectators will not be allowed to give clues/hints. If suspected of doing so, judges may choose to disqualify the team or discount the found item.
3. Cubs will not be allowed to leave the designated area in the midst of competition.

SPEED KNOT TYING
1. Cubs will send a representative before the name of the knot is announced.
2. Any form of communication thereafter between Cub and team/spectators is deemed cheating, and team will be disqualified if caught.

RELAY RACE
1. Cubs can only start when the previous Cub has passed him the baton.
2. Cubs will not be allowed to proceed with the race if the judge finds the obstacle uncompleted or not completed properly.
3. Timings will only taken when the final Cub has crossed the finishing line.
4. Cubs are not allowed to cross out of their lanes. Doing so will lead to disqualification.

SOUR GRAPES
1. Judges will have to check the lashing before the team is allowed to proceed with climbing.
2. NO unsafe methods of climbing.
3. Cubs climbing may only jump off the pole below the height of 1.0 m. Jumping from above the 1.0m mark will result in immediate disqualification.
5. Shoes and socks may be removed if Cubs prefer.
6. Out of the 8 Cubs, ONLY 6 are required to climb up to place the scarf. All 8 scarves must be placed at the top of the pole one at a time, which means 2 of the climbers will climb twice.

ROMAN CANNONBALL
1. The device must be made entirely out of natural materials eg. Wood, Manila Rope; EXCEPT for the launching container (water bomb holder).
2. The launching container WILL NOT be provided by the organizers.
3. During the 1-hour, teams are allowed to test their device as many times as they like, however test water bombs WILL NOT be provided.
4. At the end of 1-hour, teams are required to stop construction, failure to do so will lead to disqualification.
5. During the judging phase, each team will be given 3 water bombs.
6. The judges will signal for each shot to be taken.
7. After each shot, the distance from the launching device to the exploded water bomb will be measured.
8. Teams are allowed to adjust their device in-between shots.

CHARIOT RACE
1. While the chariot is being dragged to the finishing line, all wooden poles must remain on the chariot. If a pole drops out, teams must to return to the starting line, fix their chariot before starting again.
2. Cubs are not allowed to cross out of their lanes. Doing so will lead to disqualification.

3-2-1 FLAG POLE
1. Cubs are not allowed to arrange the poles or tie any knots on the poles before the competition starts.
2. The pole must be vertical.
3. Teams are to complete the building of the flagpole before tying on the flag and raising it.
4. Teams MUST bring their own flag.

ORIENTEERING
1. Cubs are not to tear off any clues found, or hide the clue somewhere else. If caught, the team will be disqualified immediately.
2. Cubs must stay as a group at all times during the event. Failure to comply will lead to disqualification.
3. Communication with other teams or non-participants will lead to disqualification.

For all Pioneering Events, 3-2-1 Flag Pole, Chariot Race, Roman Cannonball, Sour Grapes. Wood and Ropes WILL be provided by the organizers. However, teams are allowed to bring their own equipment for the event itself (If bringing, ALL equipment for that specific event must be brought). If you are bringing your own equipment, please inform the organizers at the registration booth on the day of the competition itself.

Competitive Events Description: National Cub Scout Challenge 2008

TREASURE HUNT
Each team will be required to find 10 random items that will be hidden in a 20m X 20m area with obstacles being placed around. If a team manages to find all 10 items within the time period, their timing will be taken into account for judging.

RELAY RACE
Teams will be required to complete an obstacle course within a 100m track. The race will consist of a total of 4 different obstacles. Each team member can only tackle 1 obstacle and will have to pass the baton to the next member at the next 25m mark. Teams will be judged based on successful completion of obstacles and time taken to complete the relay

SOUR GRAPES

Teams will be required to construct a cross-bar pole and get the scarves of every cub in the team onto the cross-bar by climbing up the vertical pole. Judging will be based on time taken to complete the event. Cubs on the way down can only jump off from the 1m mark.

ORIENTEERING
Each team will be given a map of the area. On the map, there are checkpoints where the Cub Scouts have to navigate themselves to and copy down the Checkpoint code. Teams are not allowed to spy on one another to obtain information of any sort with regards to the activity. Judging will be based on time taken and number of checkpoints found.

SPEED KNOT TYING
There are three rounds to each competition. Each team is supposed to send one representative for each round. Cub Scouts are to tie the knots specified by the station master within a given time. They are to place the knots down on the floor upon completion and are not supposed to continue with the knot after the knots are placed on the ground. Teams will score points based on time taken and successful completion of the knot.

SOCCER
Each game will be 12 minutes long, with a 2 minute break in between (Each half is 5 minutes).

CAPTAIN'S BALL
Each game will be 12 minutes long, with a 2 minute break in between (Each half is 5 minutes).

ROMAN CANNONBALL
Teams are given 1 hour to build a device to launch a water bomb the furthest distance. The device must be made entirely out of natural materials eg. Wood, Manila Rope. ONLY the launching container or water bomb holder is allowed to be non-natural. Judging will be based on distance launched.

3-2-1 FLAGPOLE
Teams are to build a Flagpole at least 3 meters in height and MAY use guylines. When the flagpole is vertical, teams are to raise either their school flag or troop flag. Timing stops when the flag reaches the top of the pole. Judging will be based on time taken.

CHARIOT RACE
Teams are to build a Chariot and pull it with a person on top it for a distance of 25 m. Judging will be based on time taken from the commencement of the building till the point the chariot crosses the line. Teams are allowed to use ropes to drag the chariot. The Cub Scout Programme Council will be organising its 4th Cubs Goodwill Camporee from 27th November 2008 (Thu) to 6th December 2008 (Sat) in Osaka, Japan. This is an experiential learning camporee which promotes international Scouting friendship. There will be environment awareness and interaction programme between the participants from Singapore and Japanese Cub Scouts.

Theme: PEACE & LOVE

“PEACE” through International Friendship. “LOVE” through love for nature, environment and people.

The Objectives are:-
􀂙 To hold joint outdoor scouting activities with the Japanese Scouts.
􀂙 To promote awareness programmes on the World Friendship and World Conservation.
􀂙 To create opportunities for International Scouting of different nationalities, cultures, religions and activities through exchange of ideas and values of international friendship.

The details are as follows:-
Dates : 27 November (Thu) to 6 December 2008 (Sat)
Duration : 10 Days 9 Nights
Venue : Osaka, Japan
Fees : S$2,000.00
Closing Date : Saturday, 30 August 2008
Maximum Intake : 100 pax

Registration Criteria:-
1. Application is now open to all Cub Scout Units at the ratio of 1:10 (adult to child).
2. All Units must be registered members of the Singapore Scout Association.
3. Units which have cub scouts participating must be accompanied by their respective teacher/VAL leader.
4. Scouts, Ventures, Rovers and Adult Leaders are also welcome to apply as Service Scouts and helpers (assist as camp staff) and/or exchange programme coordinators. Home stay programme will be included for Service Scouts and helpers as well.

The Programme Highlights:-
􀂾 Joint activities with Japanese Scouts including camping during cold season, campfire, interaction activities, nature walks, outdoor cooking, etc. 􀂾 Learn about environment education programmes in Japan.
􀂾 Educational visits to local Japanese Schools under the Japan Student Cultural Exchange Programme.
􀂾 Home stay programme with the Japanese students.

2. Applications are based on a first-come-first-served basis.
3. A non-refundable deposit fee of S$500.00, to be made payable to “THE SINGAPORE SCOUT ASSOCIATION”, together with the prescribed International Application Form.
4. A photocopy of the individual's passport particulars’ page must be attached together with the Application Form.
5. Passport must have a validity period of more than six months prior to the date of departure.
6. Visa Fees – For non-Singaporean passport holders, we will assist you to apply for your entry Visa application and any payment for Visa Fees will be paid by the individual passport holders.
7. The balance fees of S$1,500 must be paid by 15 October 2008 directly to the SSA HQ respectively.
8. Please submit the Form D1 together with Application Form should scout Unit Funds is used.
9. Please attach a separate list of names and amount if you intend to use IFAAS and/or Scout Unit Fund.

On behalf of the Singapore Scout Association, the Cub Scout Programme Council is pleased to announce that the application for the Akela Award 2008 is now open to all Cub Scout and Extension Cub Scout Packs. This top award is applicable only to Cub Scouts who had completed all the necessary requirements specified for the Arrows’ Progress Awards as well as for The Akela Award before the closing date.

2 Nomination Form For Akela Award 2008, Group Nomination Form For Akela Award 2008 and Instructions For Nominations Of Akela Award 2008 are attached for your immediate necessary actions.

3 Please read the attached “Instructions For Nominations Of Akela Award 2008” carefully before nominating your suitable candidate(s). You are required to register your candidate(s) by filling out the “Group Nomination Form For Akela Award 2008” and email to: hq@scout.org.sg and cc to: madelene.seow@gmail.com and clarencehoe@hotmail.com. Kindly guide your candidate(s) through filling-out all the necessary particulars in the prescribed nomination form and ensure all relevant photocopy of the certificates (e.g. STC, Arrow Awards, Rank, Appointments etc), original copy of the Cub Scout Record Book, Cub Scout Log Book and other relevant documents (e.g. testimonials, letter of character reference etc.) are submitted together. Bumble Bee Award
- Participate in Job Week

You need to participate in the annual job week. Normally, the job week will be held during the March school holidays. It is compulsory for all Units to participate in Job Week. Besides being a fund-raising event, Job Week is an integral part of character training in the Cub Scout programme. The key purpose of this annual project is to inculcate you both the value of honest work and the dignity of labour.

You will be given a Job Week Card to record all the jobs you do and get it initial by the job giver. You must make every effort to perform jobs instead of asking for donations. You need to complete at least 10 perform jobs within your home or school for this purpose. So, ask your family members or teachers for a job to do. Your Cub Scout Leader will brief you on the details and date to return the Job Week Card.

· You may get a Bumble Award if you earned S$100 or more.
· You may get a Bumble Award if you earned S$40 or more.
· You may get a Bumble Award if you earned S$60 or more.

Squirrel Award
- Participate in Donation Draw

You need to participate in the annual donation draw. Normally, the donation draw will be held in August or September of the year. It is compulsory for all Units to participate in Donation Draw. Besides being a fund-raising event, Donation Draw is an integral part of character training in the Cub Scout programme. The key purpose of this annual project is to inculcate you both the value of honesty, responsibility, accountability, people skills and efficiency building.

You will be given 10 booklets of 10 tickets per booklet to allow you to get people to purchase the tickets. You must make every effort to persuade people for donations. You need to sell at least 10 booklets within your home or school for this purpose. Your Cub Scout Leader will brief you on the details and date to return the tickets.

· You may get a Squirrel Award if you sell 10 booklets or more.
· You may get a Squirrel Award if you sell at least 5 booklets or more.

CUB SCOUT POW WOW 2008

History of Singapore Scouting

Scouting started in Singapore on 2nd July 1910. The First Sands Troop was formed by FRANK COOPER SANDS, a warranted Scoutmaster from Nottingham, United Kingoms. The troop of 30 boys was under the sponsorship of the Young Men's Christian Association, whose building also served as the Scout Association Headquarters. A government publication "Facts and Figures 1987" list this troop as the second oldest organisation in Singapore.

Today, Singapore Scouting is divided into 5 Areas:

1. Central (Ang Mo Kio and Toa Payoh Districts)
2. North-West (Bukit Panjang, Bukit Timah and Yishun)
3. South-West (Queenstown, Clementi and Jurong)
4. North-East (Serangoon and Tampines)
5. South-East (Bedok and Katong)

Each Area is managed by an Area Commissioner who heads a team of his functional Commissioners, District Commissioners and Cluster Leaders.
